Rosso K. Dieng

Senegal Space Agency

Rosso K. Dieng is the Director of Planning, Partnership, and Development at the Senegal Space Agency, where she contributes to the development of Senegal’s national space ecosystem through strategic planning, international cooperation, resource mobilization and institutional partnerships. Her work supports Senegal’s ambition to position space technologies as strategic enablers for sustainable development, innovation, sovereignty, climate resilience and evidence-based public policy.

With nearly two decades of experience across technology, education, digital transformation and public-sector innovation, Rosso has held senior roles at Microsoft, Oracle working with governments, development partners and institutions across Africa. Her career has focused on building bridges between technology, policy, partnerships and impact.

Beyond her institutional role, Rosso is the Founder and President of Tech4Change, a nonprofit organization dedicated to advancing digital inclusion and STEM education, particularly for girls and underserved communities. Through initiatives such as Baobab Rockets, she works to make science, space and emerging technologies more accessible to young people across Senegal.

Rosso is committed to strengthening Africa’s voice in the global space sector and to fostering international cooperation that ensures space serves humanity, development and future generations.
